Vacancy: Capacity Building Manager (CBM)

Role Overview

The Afrobarometer Capacity Building Manager (CBM) works with the Director of Capacity Building (DoCB) to develop and implement the activities of the Afrobarometer capacity building program. These will include activities focused both on strengthening the internal technical and organizational capacity of the Afrobarometer Network, its partners and staff, as well as building capacity to use and analyze Afrobarometer data among external stakeholders, both within and outside of government, including policy makers, analysts, activists, students, journalists and others. The CBM will assist the DoCB with a range of activities that may include capacity needs assessments, design and delivery of capacity development plans and activities, as well as the design and implementation of network-wide capacity building in relevant areas of expertise.

The CBM will also be expected to participate, where appropriate, in resource mobilization activities and will contribute to monitoring and evaluation of program activities and impacts, and the generation of regular narrative reports on Afrobarometer capacity building activities.

Main Duties and Responsibilities

A.    Capacity building program implementation and support

  • Coordinate and lead the implementation of Afrobarometer capacity building activities and programs – such as Summer Schools, thematic seminars, workshops, writing retreats and other initiatives – while ensuring best practice and high-quality standards.

  • Lead training and capacity building at the individual and organizational level in specific areas of expertise.

  • Undertake capacity building needs assessment of the Afrobarometer Network.

  • Work with Afrobarometer’s human resources to identify training and development needs of the Network.

  • Coordinate, where appropriate, relevant training for fieldwork, data management, analysis, dissemination as well as monitoring and evaluation.

  • Coordinate and lead the development of appropriate training materials.

  • Proactively identify and engage experts, practitioners and educators to support training modules as co-facilitators and guest speakers at Afrobarometer training events.

B.    Strategic planning and management

  • Work with the DoCB to ensure that capacity building activities support Afrobarometer program goals and objectives.

  • Ensure that a broad range of relevant, replicable products are available for staff, NP and other external stakeholders training.

  • Regular updating of training materials to support capacity building for the Afrobarometer Network.

  • Maintain an inventory of successful tools and approaches for capacity building.

  • Support external experts and consultants in developing relevant and responsive materials for capacity building.

 

C.    Fostering capacity-building partnerships

  • Support the DoCB in developing and nurturing partnerships with:

    • civil society and other relevant formations to share information and stimulate joint design and implementation of capacity building initiatives

    • academic, research and other institutions to provide channels for external capacity building and continuing professional development for Afrobarometer staff.

  • Represent the Afrobarometer Network in professional and public settings, including presentations at meetings and conferences on or outside the African continent.

  • Engage other partners and stakeholders to explore partnerships for joint capacity building.

 

D.    Monitoring, evaluation and reporting

  • Contribute to MEL tracking and reporting activities relevant to capacity building.

  • Document successes, lessons learned and challenges in the implementation of capacity building.

  • Work with the DoCB to produce quarterly and annual reports on all capacity building initiatives.

 

Qualifications:

Minimum Requirements

  • Master’s degree in International Development, Public Administration, Sociology, Political Science or related disciplines.

  • At least 5 years of experience in a relevant position, preferably involving training or capacity building.

·       Ability to work independently and as part of a team within a multi-cultural as well as multi-country context.

  • Demonstrable capacity for evidence-based decision-making, problem solving and sound judgement.

  • Strong written and verbal communication skills in English.

  • Flexibility and willingness to work on a wide range of tasks.

  • Ability to maintain privacy and confidentiality.

  • Able to operate with diplomacy, tact, and empathy.

  • Ability to build rapport with both leadership and other colleagues.

  • Available for significant international travel when required.

 

Desirable

  • African citizenship or heritage.

  • A general understanding of external and economic trends affecting the non-profit sector in which Afrobarometer works.

  • French and/or Portuguese language skills.
